Shocker: India states that UK Master Degrees as NOT Master equivalent; British Council “helpless”!!!

AIU (Association of Indian Universities) is the only recognized body in India for granting academic equivalence of degrees/diplomas not only within the country but also to other similar bodies in foreign countries. In acknowledgement to the works done by the Division since its inception the Ministry of Human Resource Development, New Delhi, vide their letter No. Dated 13th May, 1995 issued a Notification that the equivalence done by AIU will be valid for the purpose of higher education as well as employment in the country.

The above is how AIU is described on its official website (www.aiuweb.org). I would assume its role to be similar to NARIC in UK (http://www.naric.org.uk/) and NOOSR in Australia (https://www.aei.gov.au/Services-And-Resources/Pages/AEINOOSR.aspx).

With the above background, allow me to present my blog. There are no disclaimers in this piece and this is based on real and factual circumstances of a student who has been in contact with me recently. The said student studied a Masters Degree in UK from University of Nottingham. Nottingham is a member of the Russell GroupUniversitas 21, the Sutton Trust, the Association of Commonwealth Universities, the European University Association and Universities UK. However when he was seeking employment/further studies in India, he was asked to prove that the qualification that he held was recognized in India and it didnot matter if the University was a leading University. What was required was whether the Masters that he held was “equal” to a Masters.

Confused on how to go about, he wrote to British Council in Delhi assuming that they will stand by their degrees and indicate some document that indicates that the Masters from UK is equal to a Masters in India. The reply that he got was…

Thank you for writing to us. Hope you had a good experience in the UK.

Recognition of overseas degrees in India is guided by Government of India regulations and as you rightly indicate, AIU is the organisation which may comment on it. The British Council is a source of information about education in the UK only and does not offer equivalence certificates.

Wow… he found the reply “dry”. He went on to AIU website (www.aiuweb.org) and then clicked on the link in left column for Evaluation. The page that opened up indicated…

The Association of Indian Universities have signed Protocol/Memorandum of Understanding with the following Countries:

  • Arab Republic of Egypt
  • Russian Federation
  • Australia, Germany
  • Sri Lanka

As per the provisions of the Protocol and Memorandum of Understanding, the degrees awarded by the accredited Universities of these concerned countries, for the full time programmes offered on the Campus of the country of origin, are accepted for admission to higher courses by Indian Universities on reciprocal basis. +2 stage Foreign examinations recognized by AIU

But he was not wanting to know the MOU that these countries had since he had studied not in Egypt, Russia, Australia, Germany or Sri Lanka. He had studied in “the” Britain that has given India the current system of education and has educated most of Indian leading educationists.

Fiddling around the page he comes across the INFORMATION BULLETIN 2009 ON EQUIVALENCE OF DEGREES. The font being big and colourful was difficult to miss. He went on and clicked and it opened up to the answer that he was looking for. The pdf laid out the full equivalence for school leaving, Bachelors and Higher Degree equivalences and it mentions the answer that he was looking for…

Master Degree programs which are less than 2 years in duration of foreign universities have also not been accorded equivalence by AIU. AIU do not issues ECs in such cases.

The link to the pdf is http://www.aiuweb.org/Evaluation/IB%202009.pdf

Shocked he is! His plans for further education in India which required him to have a Masters is shattered. Masters in UK is mostly a one year qualification and is UK’s biggest USP. He can’t believe that British Council that “promotes” British education in India cleverly indicated that they can only talk of education as in UK. Ha Ha Ha. The British Council promotes the UK Education in India. Holds fairs around the country. Works with Indian institutions and organizations and fosters closer working relationships. Manages scholarships to Indian students and now is not even making its bit to lobby the case of the graduating students from UK to seek their qualification to be equal to Indian qualifications, if not better.

British Council’s Indian pages mention…

Most master’s degrees and MBAs at UK universities last one year compared to two in other countries, including the USA and Australia. Choosing the UK means you only have to pay tuition fees for one year and you’ll be back in the workplace before you know it.

Now is British Council attempting to promote degrees that are not recognised in India. If so, then as per the legal rulings in India, they need to add a disclaimer in the promotions that states that BRITISH MASTER DEGREES OF DURATIONS OF ONE YEAR ARE NOT EQUAL TO INDIAN MASTERS DEGREES!

  • Frankly, AIU needs to be presented with facts so that it can change its equivalence system and accords exception to the 1 year Masters from UK.
  • Frankly, British Council needs to lobby for recognition of British Masters degrees of one year duration before it begins claiming the British Degrees to be globally recognized.
  • Frankly, Banks need to sack all their managers who gave education loans to students going for Masters in UK since the course being aspired for was not going to be recognized even to work in their own nationalized banks. Ha Ha Ha but Yes, true.
  • Frankly, RBI needs to pull all the forex vendors for having opened Higher Study Quotas and allowed precious forex to go out for such studies which are not “equal”.
  • Frankly, education counsellors and agents such as us who have promoted British quality education need to be pulled up by someone. Maybe Ministry of HRD.
  • Frankly, all Indian Leaders, Corporate giants and several others who hold Masters degrees from UK need to be told that they hold “Not-Recognised Qualification”.

and

  • Frankly, UK needs to remind the Indian Minister who went to lobby for work-rights for graduating Indian students in UK, to first give those Indian students work rights in India itself.

What a joke it is! Only AIU prodded by British Council can fix it. If AIU insists to stand by its equivalence model, UK Universities need to be told to promote their Masters in India with a clear statutory wording or disclaimer that their degrees are not eligible for employment and further education in India. Yes, this is what AIU equivalence means.

  1. Respected Mr. Singh

Thanks for sharing my case with the students across India who are either preparing to go to UK for their Masters or are even thinking of it. Without AIU’ s recognition, they are leaving our country for another piece of paper. Though you receive quality education but only recognized in professional domain. In Academics, they are not treated so called “equivalent”.

And you never know, In order to compliance with rules and regulations of a sector/industry; companies/corporate in India can also express their need of 2 years Masters which is as simple as that.

Hope this blog would enlighten many of the “FOOLS” like me.

Thanks and regards for your precious time.

    Sincerely

    Fool…as i mentioned above!!!

However, what you have raised and shared with me is nothing against anyone. Certainly you are not a fool. Education in UK has been a desired goal for many including the father of our nation and our first Prime Minister. Now, we have a situation where AIU needs to be corrected on the equivalence system in place in India and Britain needs to lobby to get this done. Otherwise, we have a situation for sure.

My question is that why Indian government don’t create universities? Why all of us have to go abroad to study, and there also, facing so much issues. It is not just money issue, but other things too.

    1. Yes this is the irony. The Post Study Work provisions have been abolished. UK PM states that Indian students who come to UK are valued guests who get “globally recognized and quality education” and who are required to return to their homeland after the degrees. Now with India finding the Masters from UK to be too short and hence invalid, where are we… I do feel that the students need to demand clarity from Britain. Or else there is scope for legalities… it will be unfortunate.

  4. it is really a matter of great concern to all of us, as we are all promoting UK along with Australia and other countries such as New Zealand, Canada and USA. British Council need to sort it out with AIU other wise UK will be standing alone as all other countries are offering 2 or 1.5 years master. 1.5 yrs masters are offered to those students who have four year professional degrees. But in the case of UK the universities are offering 1 Year Master to students who have three years under graduate degrees from India. so it would be very interesting to see how AIU take up UK’s request if it comes in the near future for treating its Masters equivalent to Indian Masters.

    1. I wonder why no effort to correct this has happened between 2009 and 2012. The AEI equivalence document is dated 2009 and there is no updated version available. I am sure that UK with all its clout can certainly get it fixed. If AIU sticks on its stand then there is a need for putting a disclaimer on the promotion of UK Masters in India where it is stated that they are UK degrees and not valid for employment or further studies in India… Private institutions in India who run foreign degrees have to put this disclaimer when those degrees are not valid in India.

    1. 7 months sounds too short. I would feel that it is at least 9 months long. Honestly, even this is short. One of my colleagues from US believes that 1 year Masters should be equivalent provided the credit hours and work loads are higher for UK which it is not and hence AIU is within its rights to deny equivalence. Maybe they are but the fact remains that there should be some clarity immediately. UK claims their Masters to be globally valid qualifications but it seems that there is something unclear here. Yes, Media can twist this a bit and that is a risk. However, it will be good to get the attention of some quality media here… putting pressure on AIU and British Council can work in advantage of all. Either we will have AIU considering the UK Masters as Masters OR we will see British Council promoting the Masters with a clear caution that the degrees are not valid in India. One way or the other. Just this morning I have seen colorful adverts released by British Council for JUBILEE SCHOLARSHIPS 2012 which are for basically Masters only. Much needed clarity is needed immediately. The summary is: BC asks students wanting to know the equivalence of the UK Masters to contact AIU which is the “only” body which accords this. AIU clearly indicates that they will not issue equivalence for Masters less than 2 years. Now what? With PSW over, the students are being asked to return to India after studies and seek work and India does not consider the Masters from UK suitable for employment or further studies… Someone please step in.

God only knows when this infatuation of Indians with everything foreign will end. Even I got sucked into it.

And yes, UK masters are awful, I have realized it now. They don’t have scope for beginners. A person who don’t have previous background in a field will find it very hard to survive.

I donot know for an advanced degree like any Masters, why would you choose something of which you have no basics? That is sheer foolish especially when you are moving to a different country. Even in Indian MTech etc you are supposed to take up subjects pertaining to yur bachelors, or at last those that use the same basics. Again I apologize.for countering you. but being a scholarship student and continuous rank holder, I feel I must put you right. I went to UK because there has been a legacy in my family. 1. Robert, absolutely. All other countries who offer 1 year Masters will be in the same boat. I know that NZ and Singapore offer such programs and both these countries do not have any MOU with AIU for mutual recognition as indicated on AIU site. Australia has 1 year, 1.5 year and 2 year Masters but the fact is that their limitations for international students and their plans for 2015 indicate that all Masters by then will be 2 years of study. Also Australia is listed amongst the countries with an MOU. Having said this, at this time there are 1 year Masters in Australia too and those will be affected. The whole thing got my attention when this particular student was denied equivalence as he needed it for his PhD in India.

Absence of an MoU does not mean the degrees are not equivalent. It just means you need to apply for a certificate of equivalence.

    1. Not sure as to what else could BC have told the student. It couldn’t say that the degrees are invalid in India for further studies or employment. That would be against their belief in the UK degrees. I know it could have possibly avoided a written communication and called in the student and explained the situation that it has with AIU and the system of recognition of degrees here where the Masters from UK is found to be “too short”. Honestly, it is a bit short but then it is still a valid qualification in the UK. I also firmly believe that the Indian students are within their rights to demand the situation being clarified to them right at the time of promotion of the programs. They need to know that their Masters will not allow them to seek government or other jobs that require a Masters that is equivalent to Indian Masters and they need to know that after their Masters they cannot apply to study PhD or Fellow programs in India. They may however still get jobs in private sector in India as those jobs are not based on any fixed criteria. In the case of this particular student his job required him to prove that he had a Masters and he failed to do so with the 1 year MBA from a top University in UK. The purpose of this blog is to get the situation fixed.

The UK and India governments have formed a taskforce to address the issue so mutual recognition of qualifications and the UK is now undertaking an exercise to map its qualifications against those offered in India. The British Council is part of this taskforce and we will continue to work with all the necessary authorities to resolve this issue so as to support the mobility of all students.

    1. This is excellent and gives hope for future. It will be interesting to see if the 1 year Masters from UK and 3 year Engineering Bachelors of UK do get “equal” status. After this blog, I have just heard of a case of a student who had the Engineering Bachelors and wanted to prove this in order to get a Petrol pump license. However since his qualification was found wanting, he did not get to set up the petrol pump. Hence it is not just those who want to study for a PhD in India or who want a job with Government or Public Service, it is even entrepreneurs who are affected. Well, hopefully the task-force will succeed in the mission and we will have the degrees equated. Till then… what do they do…? I am of the clear opinion that AIU can be asked to address this immediately since it relates to thousands of Indian students. Proper pressure can do a lot of good. Secondly, Britain may have to be a little cautious with its USP of 1 year Masters and 3 years Engg Bachelors. The student who sparked the blog is a live case of a really disappointed student who wanted to even seek legal help against the various promotions on STUDY IN BRITAIN and the fact that none told him of the fact that his degree will be invalid in India. Honestly, this applies to 1 year Masters from NZ and Singapore too. He was asked by me to write to British Council for help and he indeed got a “very dry” response. Anyways, my purpose has been served. The topic has been put on the table and it is left for the experts to debate and decide. Whatever is decided, we must note that it is going to affect thousands and hence AIU needs to show promptness and also some sense of practicality and not just idealism. If it continues to feel that 9 month teaching of a 1 year Masters is just too-short, it will harm all.

    2. Dear Suchita,

If i remember correctly, Mr. Sibal stated almost 2 years ago about the same and nothing has happened. Such replies including words like “Task force, addressed, necessary authorities etc.” are very soothing to read, but in reality, these task forces meet once or twice in a year in AC rooms and discuss about so many resolutions but do not result in significant policy corrections. To address one issue in 2013 means policy corrections around 2014 or may be 2015. They addressed Foreign Education Provider Bill on 16th March 2010 and still that Bill has not seen light of the day.

Kindly do not provide such vague information. Kindly share a tentative date or month with us as people like me have already wasted 3 precious years and still not able to enroll myself to any UGC/AIU recognized University. OR There should be a notification on every website who talks about UK education that PG course of UK is nothing more than a sheer piece of paper.

      Apologies for any inconvenience.

  8. Dear Ravi,

While appreciating your concern on the validity of UK Master degrees in India, which is an old issue, I am to share with you that nothing could be done on the issue as it relates to the duration. The Policy on the subject is meant for Government jobs, further education etc only and there are hundreds of Indian students in the same plight. As we still follow British system and have no system of our own we are helpless and even the 3 year Bachelor degrees of UK are not much accepted by most of the American Universities for want of 16 years of formal education. Although the UK qualifications are highly knowledge oriented, our 2 or 3 year Master degrees whether class-room or distance learning or online only will unfortunately attract placement or increment for those who are just not employable.

    1. Dr Paul, I do not believe that nothing could be done as it relates to the duration. I am of the opinion that with consistent lobbying, AIU will open up a bit. Not just UK, I am now realizing that almost all NZ Masters are 1 year duration. Yes, a Bachelors from India will need to study a PG Dip first for 1 year and then take up the 1 year Masters which in total will make it 2 years and allowing him two exit points. However, my understanding is that this packaging of 2 programs to make it 2 years is also not acceptable by AIU. The British Council comment on this blog indicates that work is underway and so there could be light next year. However my gut feel is that AIU will find the 9 month teaching of 1 year UK Masters which fresh Indian graduates undertake to be a bit short!

Unfortunately, we are so used to getting ‘shocked’, that after the few initial moments,it turns into either amusement,if some1 we know is at the receiving end, or into sheer indifference,if it concerns a stranger…Such a rule, if and when passed by the Indian Govt, blows a whole lot of smoke into the wall of pretensions the Govt has build to highlight their ‘strong bond with UK’…just a few off da cuff points, wich came 2 my mind, after readin ur blog :
    1. Globalisation permits free flow of information…education is but the strongest and most secure form of education..yet the Govt uses its discretionary power 2 recognise what is ‘global’ and what is not
    2. Govt ads are the highest form of revenue for a media house…The Govt publishes ads for everythin…some big leader’s death anniversary…birth anniversary…100 days of rule…1 year of rule…to make promises…to highlight the 1 promise it has kept out of the 120 it made…inaugurations…consumer awareness for diseases…water irrigation schemes…employment schemes…etc, etc, etc…yet it doesnot feel the need 2 advertise and let unsuspecting individuals who, more often than not,bet their entire savings 2 get a degree from a recognised educatrion hub like UK, that its degree is not valid!
3.Banks are not required 2 disclose that the the loans they are disbursing, are for degrees that will not be valid…
The point is not 2 get angry, frustrated or feel helpess..or run a morcha on this…but true action, would be,if all those who are affected and those who arent, dont take this lying down…as many days, monthsa and yrs it may take..this resolution shud b squashed…n we shud hopefully live 2 c the day.

sorry to digress a lil’. i’ve something to say about the following.

    https://ravilochansingh.com/2012/04/17/shocker-india-states-that-uk-master-degrees-as-not-master-equivalent-british-council-helpless/

as the comments are closed on that post – i’m putting it here.

if the person in question did his degree from University of Cambridge / Imperial College London / the London School of Economics / the University of Oxford / University College London, then the ugc / aiu must accept his uk degree. otherwise, case dismissed.

the student in question ( Himanshu Vyas ) went to university of nottingham ( as reported in hindu ) which is honestly a “so-so” university.

having said so, i empathise with him. had i been in his shoes, i’d have also demanded the very same treatment.

I would also like to stress that PhDs from most places in science from india are way better than the PhDs even from Oxford and Cambridge. and you can’t teach in any colleges, universities and deemed universities with this UK degree. In corporate your profile is put down because it is one year course. But Government still encourages overseas education with student loan from banks which entice aspirants and ease pursuing the higher studies. Later same government keep silent on equivalence of degree is like betraying the students and robbing their career. To my knowledge, plight of many UK graduates are joblessness, high debt, stuck in career, depression and indescribable positions. It is high time that all Indians should realise that most of the degrees offered in UK and australia are NOT great and certainly not worth putting so much money. for the uninitiated, if you want to go to uk, then please study in above G5 universities only – and for australia it’s G8 ( http://www.go8.edu.au ).

    1. Rajarshi, I will pause a bit before calling Nottingham as a so-so University. It is a Russel Group member and a fine University. Maynot be Cambridge or Oxford but nevertheless better than many that we have in India. Further, the discussion is not on the merits of Nottingham at all. The fact is that AIU does not recognize one year Masters is also not linked to the University attended. The wordings on the AIU document that I have provided a link to is quite clear. In my opinion the MBA from London Business School or from INSEAD may also become unrecognized in India since they are not for full two years. AIU needs to address this situation. Having said this, the duration of UK Masters is a bit short since many are only 9 months and 12 months and so this will be a challenge. There are other issues with the AIU too. Also the Group of Eight from Australia can be equated to the Russell Group from UK and not just G5 that you mentioned. The G5 sit right on top around the world.

I have 3 yrs bachelor degree in science from India.i am planning to do 1 yr masters course in IT from UK. I have 2 queries.
1.After completing the masters course will i be eligible to apply for jobs in IT companies in India ?
2.Will i be eligible to pursue MS from US ?

    1. As per the current regulations, Master degrees of lesser than 2 year duration from any country will not be deemed as equal to Indian Master degrees for further education or government/public sector employment. Refer to AIU.

  15. Dear Ravi

I am pursing PG diploma in statistics from PU Chandigarh. PU Admission cell forgot to tell me about this equivalence certificate requirement at admission time & processed my application & i got admission.I paid all the fees etc. Now they started asking for this equivalence certificate, which i just came to know would not be possible because my UK MBA is of 1 year & would not be valid as mentioned in the article. It is a big shock for me actually. Now admission cell told me that they will not disclose my result until I submit an equivalence certificate of my MBA, which is eligibility criteria for the mentioned PG diploma course.

Is there any scope of getting out of this situation because i really dont see paying another Rs. 12000 for requesting equivalence certificate, which i suppose wont be fruitful. Have I wasted my time, money & efforts for this course without getting a certificate or will i be able to get something out of it.

As you mentioned that back in 2012, some govt movements were happening on this issue. Have we got something or it is still in process.

I really dont want anyone to waste resources like me. Somebody has to do something on this.
Please advise me on my situation & the current developments.

Anyways thanks for the detailed information

    1. I can fully understand your situation and there may be three ways to approach this: 1)Since PU should have asked for it at the time of admission, you can possibly argue to be given a benefit of doubt since they erred. 2)There was indeed a move to give some kind of equivalence to UK MBA (after some work experience) but am not sure if that is being reversed by the current Minister for HRD. There were reports in The Telegraph that indicated that there is a change of mind now. However you can check with MHRD or better still even with the local office of British Council as they may have an update. 3)Applying for an equivalence certificate from AIU is what is required but firstly it is important to ascertain if the changes passed by the UPA have been implemented. My gut feel is that it has not been. Thus there is a very good opportunity to lodge an PIL in court as you and several others are affected by this changing regulatory framework and there is a need for full clarity. Maybe even an RTI can help. (However you indicate that you are studying a PG Diploma and thus they should be happy with the fact that you have a valid Bachelors. Why do they need equivalence for the MBA unless that was a prerequisite for your PG Diploma.)

  17. Dear Mr Ravi,

I had to be turned down at a Public sector unit because of this issue. I had originally obtained a bachelors degree from UK ( 3 years course) and came back to india in 2014. Until the final stages of my PSU interview, I had no idea about this term ” Equivalence Certificate”. Since the company asked for it, I believed that there would be a provision for this and checked the AIU website. This is a quote from the official website,

    Click to access Information%20BROUCHER.pdf

“AIU DOES NOT ISSUE EQUIVALENCE CERTIFICATES FOR THE DEGREE
PROGRAMMES OBTAINED IN THE FIELD OF MEDICINE, NURSING,
    DENTISTRY, HOMOEOPATHY, PHARMACY, PHYSIOTHERAPY,
VETERINARY & ANIMAL HUSBANDRY, LAW etc. (ALSO FOR 3 YEAR
ENGINEERING DEGREE PROGRAMMES OFFERED BY BRITISH & OTHER
    UNIVERSITIES IN EUROPE).”

I am quite baffled and shocked to be honest. I actually am in a really bad situation since I obtained my UG degree from UK, unlike many Indian students who usually go for Masters. Now my foundation degree is quite worthless in government sectors I believe. I hope this post goes out to everyone who wishes to study in UK. Be more cautious !! I plan to take this issue further (whatever it takes for them to notice me).

    1. Ashok my support is there on this. The issue of equivalence is much greater than what is being reported. Most graduating students remain mum as they don’t want the world to know that their qualification is not recognised in their home country and they will not be able to proceed with further studies too. There is also now a growing concern that large number of students who study the degree through a pathway provider (one year diploma and then two years of degree, quite common now in UK, Australia, US, Canada and even NZ) will also not be able to study on further. The Ministry of HRD in the current government seems to be less bothered on this issue. I guess the only way forward is if any affected student lodges a PIL in the Indian courts. Students need to be prewarned before starting such degrees.

  18. Greetings Mr. Singh,
I completed my B.Pharmacy from Indian University and went to UK for a Master’s of Science in Cancer Biology and Therapy. Being from a middle class family, I applied for education loan to fund my masters with a hope to extend my academic and career graph. I completed my masters with a merit and was honored with a membership of a science group at UK. Till today I have published 4 original articles in international journals (one with impact factor 3.99) and attended 10 national/international conferences and have sufficient work experience in the field of research. My qualifications and laboratory experience have provided me with all the skills that a pharmacist and a cancer biologist combined. I really wish to go for an academic/research sector in India so that I can do something beneficial and productive for the country. However, the AIU’s policy makes my qualification and skills look like nothing. Adding more, because my Masters was of one year, at academic and research my bachelors is taken as a higher level and I am judged just as a bachelor. Adding more to it, a couple of interviewers suggested me to complete one more masters from India and then apply for the doctorate/research fellow positions. This is really a depressing situation when you have zeal, ideas and skills to carry out an extensive and productive work for one of the world’s most dreadful disorder and yet you cannot do anything just because you do not get a “degree equivalence” certificate from Association of Indian Universities. I can neither get a research fellow position, nor can I register for a doctorate in India. Seems like a piece of AIU paper has more weight than any of the researcher’s qualifications, his skills, his entire research and above all, his willingness to do something productive and beneficial in his own country.

I just wish that that all were together in a collective voice to raise the matter with Ministry of HRD and have AIU consider some internationally accepted parameters for equivalences. If such a collective voice could file a PIL in an Indian court, it might help…

    1. Hello Kedar,

I assure you that no one is RANTING on this issue. Agreed, that UK 1 year masters do not have a chance to carry there further education in India. But those students have a whole world to open for the sake of education or research perspectives where the competition is fair and unbiased. If job perspectives are taken into consideration, then there are several pvt companies which judge the students by there talent and not by there country or year of qualifications. At the end of the day, companies want positive result, no matter from wherever there employees come from. If they think they can be profited by your work, they will hire you, and vice versa. Its only the govt and academic jobs that are to be primly concerned about (very few international PG students are concerned about it).

Coming back to education needs like doctorate and post doctorate, the students who have completed masters from countries like UK, USA and etc. have a whole world open to them, where there is no differentiation in country wise education along with reasonable scholarships, stipend or research assistantship. I am a UK PG and I deeply wanted to carry my doctorate from India. The Indian universities rejected my applications. However, I have been accepted in four worlds top 100 medical universities for PhD in cancer research, with a scholarship and assistantship. I know five of my friends from different fields who have worked there way out and received offer far more better than that.

In conclusion, as per I think, the whole issue is not about getting a job or education. The core issue is blocking the level of talent and innovative approach of the UK graduated students which can be of chief importance towards the further infrastructure development in almost all the sectors. Approving 1 year degrees from UK universities (If not all, at least from the commonwealth universities) would definitely boost the infrastructure and innovative approach and hence be beneficial for the country.

      Regards,
      Mitesh

      1. “students who have completed masters from countries like UK, USA and etc.” – The argument is not over US or any other countries who have a 3+2 or 4+2 (US, Canada) setup. It is over universities offering a 3+1 setup, specifically UK.

“there is no differentiation in country wise education along with reasonable scholarships, stipend or research assistantship” – I beg to differ. Most countries do have a system to judge the level of equivalence of degrees. A one year masters from UK would not, for example, qualify as equivalent to a New Zealand masters in New Zealand. – http://www.nzqa.govt.nz/studying-in-new-zealand/understand-nz-quals/masters-degree/

“The core issue is blocking the level of talent and innovative approach of the UK graduated students which can be of chief importance towards the further infrastructure development in almost all the sectors.” – Does this imply that UK graduated students are more talented than their Indian counterparts? Are Indian universities not generating the required intellect for India’s development? And are these students not prioritising better paid jobs in the US and elsewhere over government jobs in India? Not that I am criticising anyone who’s made this choice. Even they are contributing to the cause of development in their own manner.

“I have been accepted in four worlds top 100 medical universities for PhD in cancer research, with a scholarship and assistantship.” – Hearty congratulations to you! But lets face it; a negligible few number of students study on a scholarship. Most are full fee paying students. Would equating one year UK masters to two year Indian masters not disadvantage the millions who studied the later? This would just benefit the few financially well off to pay international fees.

“I am a UK PG and I deeply wanted to carry my doctorate from India. The Indian universities rejected my applications.” – In a world of counterfeit and substandard universities, how do you acknowledge a candidates worth? The answer is you assess it yourself. UGC of India got it right with their NET examinations.

    2. Dear Kedar, I trust even you have come to know of this issue and clause of AIU just because of the discussion that have emerged lately. All our forefathers and builders of India have studied in UK and it has almost become an accepted legacy. Shall I say more? I think Ravi has digressed from the issue to some extent as well. The Govt. of India, even for this year has administered DFID scholarships, which is reportedly valid only for the 1 year Masters courses. Isnt this a two-faced job?

      Like

      1. Dear Apathetique, our ‘forefathers and builders of the country’ studied in UK because of India not having proper education establishments; thanks to the British, but let’s not get into that. So I don’t see how it is a legacy. In fact, if that is the only reason someone is considering studying in the UK, they are better off studying in India.

And by the way, DFID is a UK Government initiative, not an Indian one. And how is it a two-faced job? Is either DFID or the Indian government promising government jobs, or PhD candidature after studying in UK?

    3. Dear Kedar,
I find Indians often misled to think they are very logical which most of them are not and the same is happening with you. Before you made this comment you should have had a slight notion of psychology. We in India grow up with stories of British India and our ancestors who have lived that era. Also, some families have legacy of people studying there including our historical leaders, whether you consider Gandhi or Netaji (dont go around fretting with usage of the word ‘Gandhi’ only). Hence, Britain stays in our minds as a historical destination for higher studies. Unless someone sows a slightest skepticism, how are we to doubt the Masters degrees for which both Britain and ironically, the Govt. of India promotes scholarships each year, including 2015 (without any statutory warning ofcourse). Please either do your homework on facts and logic before commenting on sensitive issues or please do not comment at all.

By the way, I have personally seen the levels of 2 year Masters students from India. They are kostly pathetique in short.

However if your daughter wants to be in India thereafter, it is just better that the degree is of 2 years. I am not sure as to how the degree will be offered since most UK degrees are of 1 year only. If it is 1+1 (two qualifications adding up to 2) then too there will be issues with AIU which gives equivalence to foreign qualifications. Do check with them.

As AIU is putting forward such absurd conditions, it’s definitely going to restrict the scope of ‘Make in India’. I would feel that they will grant equivalence to an UK PhD but if that follows an UK Masters (of 1 year), they may not grant the equivalence to the UK Masters… It is a crazy system currently and what the AIU considers is the duration of the degree than the institution… Anyways all this is only after one applies for equivalence… To be eligible for an Indian PhD or to seek entry into the Indian academia, one does need to get the AIU equivalence for all the qualifications attempted.

However if she is considering returning to join the Indian Universities or to undertake further studies in India or to take up any other profession that would require her to get an equivalence certificate from AIU, it may be a little difficult. As much as I know, regulations have not changed and AIU (which works under guidance of India’s Ministry of HRD) still requires the Masters to be of 2 year duration for it to be considered a valid Masters.

The only way for every affected individual to get justice is through PIL. I fully support it and we have strong point to support as the government supports for Scholarship and loans for all Masters degree as well as 3 year undergraduate engineering degree. UK is the country with the second highest number of Universities in the world Top 50 universities list and the Indian government which pushes its universities for world university does not recognize their degree. This is a real shame on Indian academic system. It shows that this AIU committees doesn’t have a world class academician and it shows that something is fundamentally wrong with the implementation process. The only way forward is through PIL. 1. Its your decision. If your intention is to return to India after your Masters and seek further admission in India or if you are looking at taking up employment with academic institutions or with government/public sector, then only you will require an equivalence certificate from AIU.

  43. Congratulations Mr. Ravi for keeping the post active. I have a dilemma i am a british citizen with a masters degree (1yr) who has got accepted to an indian university for PhD. If my degree was recognised and accepted for the program, what is the issue with an indian citizen who has done a masters in UK?

    1. If you have been accepted in an Indian University for a PhD with a British 1 year Masters, this is very interesting. There are not many examples. I am surprised that the Indian institution has not asked for an equivalence certificate from AIU. Once that is asked that the issue arises.

  44. Mr Ravi, However this rule appears only in ‘Information Bulletin – 2009 (Recognition of Qualifications & Equivalence of Degrees). Morever, I have got the equivalence certificate for my PhD very recently. For that, I submitted the complete documents of school certificates, degree, masters and PhD certificates.

  45. Dear Ravichandran, you mean you got equivalence certificate from AIU? And your Masters and PhD was from UK?

  48. Hello Mr. Ravi

Your blog is very informative and you are doing a great work by helping out aspiring students. Sir, I’ve got acceptance offer from the University of Bristol for MSc in Operations and Project Management. I have no plans to seek employment in India and but would be looking to work in European countries, China or the Middle East. Do you think it’s a good idea to go ahead with this offer? How would a degree from U of Bristol be valued elsewhere considering that it is constantly ranked among the 50 world universities?

  49. I am not afraid to say my one year Master of Science degree from Heriot-Watt University, Edinburgh in the field of Chemical Engineering field is not at per Indian University. I have checked several time from Indian University to get an admission. But every time it was rejected for equivalence. Then I took a challenge against my mother university education system. I completed another MSc from The University of Madras in the field of Chemistry. So total years of Pg education is now 3-years. After doing Associate ship from Indian Institute coming from BSc (H) from The University of Calcutta back ground such type of questions should not come in practice. But completing RET twice I could not get register in my mother University of Calcutta for this educational blind concept of foreign equivalency. So brand education come as a hell thing in some ones` life…….Subhasis Bose.
